504
Section 504 is a part of the Rehabilitation Act of 1973 that prohibits discrimination based upon disability. Section 504 is an anti-discrimination, civil rights statute that requires the needs of students with disabilities to be met as adequately as the needs of the non-disabled are met. To be eligible, a student must have a disability that causes an impairment in his or her education. Eligible students may receive accommodations such as highlighted textbooks, extended time on tests and / or assignments, peer assistance with note taking, and frequent on-task reminders.

RtI (Response to Intervention)
The purpose of RtI is to identify struggling students as soon as possible so that they can be given the support that they need in order to be successful in school. The goal of RtI is for the school to intervene, or step in and help out any student before he or she falls far behind. RtI is not a specific program or style of teaching but rather a proactive approach to measuring students' skills and use of this data to design targeted instruction to accelerate learning in specific skills that are below standard.
Elgin Elementary is fortunate to have a RtI coordinator that facilitates meetings for the purpose of determining areas of need for individual students. These meetings include parents, teachers, and administrators. |

IDEA
IDEA stands for Individuals with Disabilities Education Act. In 1975 the law established free appropriate public education (known as FAPE) for all children in the United States. DEA is important because it provides the minimum requirements each state must meet in order to receive federal special education funds. State laws and regulations may exceed the federal requirements. However, no state law or regulation can take away a right given to children and families under the federal law.

Disability Rights Texas produces a manual for parents that explains in simple language the major requirements of the IDEA. The manual also contains sample letters and guides to help parents through the special education process.
